A good representation must mean more than occupying a seat in the National Assembly. It should be measured by what that access produces for the people: the concerns that receive attention, the opportunities created, the communities reached, and the contributions that remain long after a tenure ends.

For the good people of Igboora, Idere, Ayete, Tapa and Igangan in Ibarapa Central and Ibarapa North Federal Constituency, this is not merely a theoretical question.

There is a record to examine. For three terms (2007-20011, 2011-2015 and 2019-2023), Hon. Saubana Ajibola Muraina had the opportunity to represent the people and demonstrate his understanding of that responsibility. Today, as he seeks the mandate to represent them again, the more important conversation is not simply whether he wants to return to the House. It is whether his record gives the people sufficient reason to send him back.

As a first-term lawmaker, representing the good people of Ibarapa Central and Ibarapa North federal Constituency andthe chairman House Committee on Power he used the opportunity to facilitate the132/33 KV Double Circuit Transmission Line project which includes three substations across the three Local Government Areas of Ibarapa (East, Central, and North).

The project was awarded for a cost of N1,934,129,421.02 (One billion, nine hundred and thirty-four million, one hundred and twenty-one thousand, four hundred and twenty one naira, two kobo) and was among the 12 federal government funded Power Projects in the country. The transmission line project was meant to permanently eradicate darkness and promote socio-economic development in the seven principal towns comprising the Ibarapa region of Oyo State.

Unfortunately, the representative between 2015 to 2019, for some reasons, decided to stand alof and did not do anything or pushed for the project to be captured on the Federal Ministry of Power annual budget between 2015 and 2019. When Hon. Muraina Saubana Ajibola returned to the House of Representatives in 2019, he revived the project through strategic lobbying, securing its funding under the Transmission Company of Nigeria’s Internally Generated Revenue (IGR) — a move that ensured continuity despite national funding constraints.

Recognizing that the completion of the 132/33 KV line alone would not guarantee electricity supply without supporting infrastructure, Hon. Muraina also moved a motion in March 2022 titled “Need to Construct 33/11 KVA Injection Sub‑station at Igbo‑Ora in Ibarapa Central Local Government Area and 33/11 KVA Injection Sub‑station at Igangan in Ibarapa North Local Government Area of Oyo State”. The House subsequently mandated its Committees on Appropriation, Finance, and Power to include these substations in the subsequent budget cycle. His broader record also reflects interventions in education, water supply, roads, healthcare, agriculture, youth empowerment, employment, scholarships, and community security.

While many of Ibarapa’s challenges remain, he returns to the conversation not only with promises, but with a record of representation and a clear proposition: to build on the work already begun and pursue the development the constituency still deserves.

Political promises tell us what a candidate hopes to do. A record shows how he has demonstrated the capacity to deliver.

For Honourable Saubana Ajibola Muraina, the case for a return to the House of Representatives begins with evidence.

Education
● Supply of benches, desks, chairs and tables for teachers and pupils of Igangan High School, with a borehole.
● Supply of benches, desks, chairs and tables for teachers and pupils of Oke-Aako High School, Igangan with borehole.
● Construction of a block of three classrooms with Head Teacher’s office and a V.I.P toilet and a hand pump borehole at Ansar-u-deen Primary School II, Oke-Ogun Area, Ayete.
● Construction of a block of three classrooms with Head Teacher’s office and a V.I.P toilet and a hand pump borehole at Nawar-ud-deen Grammar School, Isale-Oba, Igboora with a hand pump borehole.

● Financial contribution to the repair of the roof of one of the buildings in Igangan High School.
● Payment of WAEC & NECO Examination fees of less-privileged students across the Constituency.
● Financial Assistance to students in higher institutions of learning.
● Sponsorship and Support for Scholarship Awards to 7 Sons and Daughters of Ibarapa (who are school certificate holders) to pursue various Degree Programmes in Universities in INDIA, ENGLAND, NORWAY, PARIS, United Kingdom, etc.
● Sponsorship and Support for Scholarships to Post-Graduate Students in United Kingdom and France.
● Sponsorship and Support for Ph.D programme in United Kingdom across the Constituency.
● Giving Financial Assistance to Students’ Union Bodies across the constituency.
● Construction of a block of 3 Classrooms with VIP toilets and Benches/Desks at Lajorun High School, Igboora.
● Construction of a Block of 3 Classrooms at Igboora Grammar School, Igboora.
● Donation of Lawn-mowers to all Private and Public Secondary Schools across the Constituency.
● Construction of a block of 3 classrooms at Ibere kodo High School, Ibere kodo, Igboora and supply of chairs, desks and benches.
● Rehabilitation of Schools Board Building, Maternity Centre, Igbole Igboora and provision of furniture.

Health, Water, Sanitation And Medical Services
● Sponsorship and support to several students and constituency people that are ill, in need of medical or financial assistance and other miscellaneous categories generally.
● Assistance to people in need of surgical operations across the constituency.

● Construction of Boreholes at Oja Oba Market, Olugbon area, Idofin (all in Igboora) and Igangan.
● Repair of Existing boreholes across the constituency at Jagun Village, Abukele Village, Kongo Village, Ayete Town, Isale Oba, Igangan, Aako Area, Tapa, Idere and Igboora Villages.
● Donation of drugs, medical equipments and medical consumables to all the maternity centers in Igboora, Idere, Ayete, Tapa and Igangan.
● Partial renovation of the primary health centre complex (behind INEC Office) currently occupied by the Nigeria Peace Corps.
● Donation of a brand-new Ambulance to General Hospital, Igboora which is still in use till date by the Local Government.
● Construction of a borehole at Gaa Fulani, Ibona, Idofin, Igboora.

● Donation of 50 Bajaj motorcycles to party members and all Government Agencies like S.S.S., Police, NOA, NSCDC across the Constituency.
● Donation of Electric Refrigerators to 100 beneficiaries in Ibarapa Central and North L.Gs.
● Donation of Telephone/Handsets to 200 constituents.
● Donation of Professional Clippers to over 200 Constituents.
● Donation of 20 Bajaj motorcycles to some Associations across Ibarapa Central and North i.e. All Okada Riders Association, Butchers Association, NURTW, RTEAN in Ibarapa Central Federal Constituency.
● Donation of Motor Vehicles to some Constituents.
● Purchase of electricity generating sets to SSS office, Police station, National Orientation Agency office and INEC Office across the two Local Government Areas of Ibarapa Central and Ibarapa North.

Financial Institutions Support
● First Bail-Out/Purchase of share capital to the tune of millions of Naira to the defunct Igboora Community Bank (LTD) and Ayete Community Bank Ltd. to enable them raise enough capital to be converted to Microfinance Banks. The support enabled the banks to survive till date.
● Active financial support to Igangan Community Bank (LTD) by committing hundreds of Thousands of Naira for documentation.
● Second Bail-Out/Purchase of additional Share Capital to the tune of Millions of Naira in Igboora Microfinance Bank Ltd., in Ibarapa Central and Ayete Microfinance Bank Ltd., in Ibarapa North, to enable them raise enough capital to remain in business. The support enabled the Banks to remain in business and continue to give loans and facilities to the Ibarapas.

● Donation of Hand pump Sprayers and Chemicals to 200 farmers across the Constituency.

● Financial support for the rehabilitation of some village Roads across the Constituency.

Traditional Institutions
● Donation of giant Electric Generators to all Royal Fathers in Ibarapa Central and North Local Government.

● Donation of Utility Vehicles to all the Obas and Traditional Heads in Igboora, Idere, Ayete, Tapa and Igangan.

● Facilitation of appointments and employment opportunities for SSCE, GCE, OND, HND, NCE and University Graduates in Ibarapa Central and Ibarapa North Local Governments into Parastatals/Agencies like Education, Agriculture, Health, Petroleum, Immigration, Civil Defense, Customs, Standard Organisation of Nigeria (SON), etc.

Facilitated power projects worth twenty-five billion naira to Ibarapa as follows:
● Transmission station at Igangan in Ibarapa North Local Government which construction is steadily progressing.
● Transmission / Change-Over station in Igboora, Ibarapa Central Local Government which construction is steadily progressing.
● Transmission Station at Laniate, Ibarapa East Local Government which is almost completed.

Ibarapa deserves representation built on experience, proven capacity and commitment to the people. Hon. Saubana Ajibola Muraina has a record of service that can be seen in projects, opportunities and legislative interventions across the constituency.

Much has been achieved, but important work remains. A renewed mandate is an opportunity to build on that record, advance unfinished projects and pursue greater development for Ibarapa Central and Ibarapa North.

The experience is established. The record is clear. The work must continue.
