The All Progressives Congress (APC) governorship candidate in Oyo State for the 2027 election, Senator Sharafadeen Alli, has unveiled plans to establish a ₦10 billion youth development fund, expand access to healthcare and create employment opportunities as part of his proposed economic transformation agenda.

Alli also pledged to increase the state’s internally generated revenue (IGR) to ₦150 billion annually, expand health insurance coverage to 500,000 residents within his first two years in office and position Oyo among the three leading state economies in Nigeria.

The APC candidate made the commitments on Tuesday in Ibadan while presenting his manifesto, tagged *My Pact*, to representatives of community development associations, professional organisations, labour unions, artisans, traders, political groups and other stakeholders.

Unveiling the policy document, Alli said his proposed administration would pursue the agenda through seven strategic pillars encapsulated in the acronym **Oyo AHEAD**, covering local government autonomy, infrastructure, healthcare, education and employment, agriculture and export, digital economy and security.

He described the manifesto as a development blueprint designed to strengthen the state’s economy, improve public service delivery and ensure that government policies translate into tangible benefits for residents across the 33 local government areas.

On economic development, Alli identified increased productivity, industrialisation and support for small businesses as major priorities, arguing that Oyo had the land, population and agricultural potential to become a major economic force in the South-West.

He said the proposed ₦150 billion annual IGR target would be pursued without imposing additional financial burdens on market women, traders, small businesses and other residents.

The governorship hopeful also promised to establish a ₦10 billion Oyo Youth Fund to support young entrepreneurs, alongside industrial parks, the revival of the Oluyole Free Trade Zone and a credit guarantee scheme to improve access to financing for small and medium-scale enterprises.

He further proposed the establishment of digital hubs across the state’s five geopolitical zones to promote technology-driven businesses, innovation and employment.

On grassroots governance, Alli pledged to grant local governments full autonomy from his first day in office, if elected, promising to strengthen administration at the council level and ensure that development projects reach communities across the state.

In the infrastructure sector, he promised to complete ongoing road projects, construct additional roads linking farming communities to markets and introduce a 20-year warranty for newly constructed roads.

He also pledged to constitute the Oyo State Electricity Regulatory Commission, facilitate power generation within the state and provide dedicated electricity to industrial and agricultural corridors.

Other proposed interventions include restoring potable water supply to 100 communities, extending electricity to at least 100 rural communities currently without access and modernising the Pacesetter Transport Company through an expanded bus fleet.

On healthcare, Alli promised to construct general hospitals in the six local government areas he said were yet to have such facilities, while addressing manpower shortages through the recruitment of doctors, nurses and other medical personnel.

He expressed concern over the shortage of doctors in some public health facilities, noting that 10 hospitals currently operate without a single medical doctor.

The APC candidate also promised free health insurance coverage for infants, pregnant women and residents aged 70 and above, alongside a target of increasing the number of enrolled beneficiaries from the current 271,000 to 500,000 within his first two years in office.

In education, Alli proposed reducing class sizes to a maximum of 30 pupils, recruiting additional teachers, expanding school infrastructure and establishing skills acquisition centres across the state’s zones.

He also pledged to introduce an apprenticeship law to provide a structured framework for vocational training and skills development among young people.

On agriculture, he promised to revive moribund farm settlements, provide insurance coverage for 10,000 farmers and establish an Oyo Export Council and produce board to improve agricultural marketing, processing and access to international markets.

Addressing security, Alli said his proposed administration would restructure the state’s security architecture to strengthen the protection of lives and property.

He equally promised to prioritise workers’ welfare through timely payment of salaries and entitlements, provision of appropriate working tools and improvement of working conditions across the public service.

Alli maintained that the success of his proposed development agenda would depend on linking infrastructure, electricity, agriculture, industrial growth and human capital development to create jobs, increase household incomes and improve living standards.

He said his ultimate vision was to build an Oyo State where every ward has access to functional healthcare, quality education and reliable road infrastructure, while economic opportunities are distributed across communities.

Editorial angle: This version shifts the focus from the general unveiling of the manifesto to the proposed ₦10 billion youth fund, healthcare expansion and economic targets, giving the story a stronger economic and social-development lead suitable for newspaper publication.
