I just finished reading the press statement by Hon. Adejumibi Samuel aka Agbarapo , Governor Seyi Makinde’s Special Adviser on Legislative Matters.

Agbarapo was a former Majority Leader of the Oyo state House of Assembly.
He made a press statement where he tried to justify the Oyo state House of Assembly’s purported plenary where a 300b Naira Loan was approved for the Government of Oyo state on August 19, 2025.
Like the current Majority Leader of the Oyo state House of Assembly and Governor Makinde’s Media handlers, Agbarapo deviated completely from the crux of Hon. Shittu’s allegations and deliberately went on a wild goose chase, aimed at taking away the attention of the public from the main issues.
He also made some scathing remarks about Hon. Shittu.

Honestly, I can understand his frustrations and why he would have to personally attack the gentleman.
Hon. Shittu have beaten a Baby. I am sure, even him and indeed all of us are expecting the Baby’s cries.

Having said that, let me say that, even though, Agbarapo is the Governor’s Special Adviser on Legislative Matters, his competency to validly deny or confirm the weighty allegations raised by Hon Shittu is highly limited by procedures.
He is not a current member of the Oyo state House of Assembly.
At most, whatever he puts out, just like anyone who is not a member of the Oyo state House of Assembly, would be considered as hearsay and they will go to no issues.
I can see that he completely misconceived Hon. Shittu’s allegations or maybe, he deliberately decided to make a rather simple matter a complicated one so as to confuse the public.
Contrary to his warped opinion, Hon. Shittu is not contesting the powers of the Oyo state House of Assembly to convene an emergency plenary.
The issues raised by Hon Shittu are that due process were not followed in the manners the plenary was convened, the processes of approving loans, the necessities for the loans and even raised issues relating to fraud.
For example, Hon. Shittu queried the purported notice of plenary presented by the Majority to support the plenary of August 19th, 2025.
He pointed out the fact that the purported notice as captured by the screenshot of the Majority Leader conveys fraud because of the disparity between the dates it was purportedly sent out and the reference to the word ” today Tuesday”.
According to him and as clearly shown on the screenshot of the WhatsApp of the Majority Leader, while the date on the message showed clearly that the message was composed on Monday, the 18th of August, 2025, the message talked about a plenary to be convened ” today, Tuesday”, August 19, 2025.
The Majority Leader of the Oyo state House of Assembly is yet to deny this grievous allegation.
Hon. Shittu also challenged the Oyo state House of Assembly to make public the notice for the purported plenary of the 29th and yet, the House has not responded.
Hon. Shittu talked about a particular loan of 200b Naira purportedly approved without notification of plenary on the 13th of May, 2025 and no one have responded to the weighty allegations up till today.
A document is flying around, showing that only 13 PDP House of Assembly members were present for the controversial plenary of August 19, 2025 and no one have denied this document till today.
All the sermons about the unfettered powers of the Oyo state House of Assembly to convene emergency plenary by Agbarapo are not only unnecessary, they are misplaced.
The issues raised are whether due process were followed by the Oyo state House of Assembly when the House was approving series of loans now suspected to have been above a trillion Naira for the Oyo state Government.
Sadly, no one, including Agbarapo have provided answers for these questions.
I am surprised that Agbarapo even have the effrontery to ask that the good people of Oyo state should keep trusting the Governor even after this mess.
For the past six years plus that they have been trusting him, of what good has it been?
Honestly, Oyo state has overindulged Governor Seyi Makinde and I think that is why we found ourselves in these mess.
It’s no big deal to keep trusting the Governor but he has to earn the trusts.
The only way open for the Governor and the Oyo state House of Assembly now is to address the weighty allegations raised by Hon Shittu.
What exactly are the figures of the debts of Oyo state at present?
How many times has the Governor obtained loans and for what particular purposes?
The Oyo state House of Assembly not only need to clear itself of the allegations raised by Hon Shittu, it also needs to come clean and show the public the documents highlighting how due process were followed before approving the series of loans it approved for the Governor.
The House of Assembly must also make public the lists of the attachments to all the loans and its comprehensive reports on oversights on each of the attached projects.
We appreciate Hon. Adejumibi Samuel for his essay on Legislative procedures but with due respect to him, on this matter, he lacks the locus standi to defend the Oyo state House of Assembly.
Hon. Shittu raised specific allegations against the Majority Leader and the Oyo state House of Assembly.
It is their duties and not the duty of any busy body to defend themselves with facts and figures.
