Oyo State Ministry Of Health Disseminates 2025 Annual Operational Plan
The Oyo State Ministry of Health has officially disseminated its 2025 Annual Operational Plan (AOP), marking a significant milestone in the State’s ongoing commitment to improving healthcare delivery and advancing the health and well-being of its citizens.

The dissemination event, which brought together key stakeholders across the health sector, including representatives from development partners, donor agencies, professional associations, civil society organizations, and the media, provided a platform to present the strategic priorities and targeted interventions of the Ministry for the 2025 calendar year.
In her remarks, the Honourable Commissioner for Health, Dr. Oluwaserimi Ajetunmobi emphasized that the 2025 AOP is a product of robust stakeholder engagement, evidence-based planning, and alignment with both the Oyo State Strategic Health Development Plan and national health priorities. The plan outlines actionable steps to strengthen primary healthcare services, improve maternal and child health outcomes, address communicable and non-communicable diseases, and expand access to essential health services across the State.
“The State’s Annual Operational Plan (AOP) for 2025 represents a pivotal step towards translating the overarching goals of SWAP into actionable strategies at the sub-national level. The AOP has been meticulously developed through a participatory process, engaging key stakeholders across the health sector to ensure alignment with the state’s unique needs, priorities, and capacities. It serves as a roadmap for implementing priority interventions, leveraging available resources, and monitoring progress towards our collective vision of a healthier population”, she said.
The Commissioner reaffirmed the Ministry’s dedication to transparency, accountability, and performance-driven implementation. She called on all partners and stakeholders to actively support the execution of the plan and ensure that its objectives translate into measurable improvements in health outcomes for the people of Oyo State.

In his remarks at the event, the Executive Chairman, Oyo State Hospitals Management Board, Dr. Akin Fagbemi noted that for sustainable healthcare to be actualized, the AOP is critical to the roadmap on how to actualize the vision of His Excellency, Governor Seyi Makinde for the State. He therefore charged all to put hands together for the successful implementation of the AOP.
In his goodwill message, the Permanent Secretary, Oyo State Ministry of Health, Dr. Akintunde Ayinde reiterated that a lot of things were put into consideration in the course of developing the AOP such as SWAp approach by the Federal Government, and also the fact that the AOP must speak to the budget of the State. He emphasized that health needs must be well captured to produce quality healthcare services. Dr. Akintunde therefore appreciated all the critical stakeholders and partners, most especially UNICEF and WHO for their immense contributions while urging for proper implementation in order to achieve the operational and strategic plan for the State.

Speaking on behalf of WHO, the Zonal Director, Dr. Isiaka Ayodeji applauded the government for the dissemination of the plan for the year, he promised that WHO will continue to provide the technical support needed for the implementation of programs that will improve the health indices of the population.
While presenting the summary of OYO State 2025 AOP, the Director of Planning, Research and Statistics, Dr. Adekunle Aremu explained that the AOP is a document that guides program officers and planning cell officers on the activities needed to achieve set interventions, strategic objectives for a budget year. He noted that the document has the budget and the funding sources for all activities planned for the year.
