Oyo Govt Unveils 2025 Annual Operational Plan for Health Sector

On Monday, the Oyo State Government unveiled the 2025 Annual Operational Plan (AOP) for the health sector to chart its course and increase healthcare coverage.

Speaking at a five-day Stakeholder Meeting and Dissemination of the 2025 Annual Operational Plan, organized by the Ministry of Health in collaboration with WHO, UNICEF, and other Development Partners, the State Commissioner for Health, Dr. Oluwaserimi Ajetunmobi, explained that the workshop’s object is to harmonize the developed 2025 health facility plan and MDAs AOP into state-level AOP.

Dr. Ajetunmobi revealed that this year’s Annual Operational Plan differs from the usual one due to the introduction of the Sector-Wide Approach strategy (SWAp) and the HOPE Project.

According to the Commissioner, the SWAp strategy and the HOPE Project, which President Bola Hammed Tinubu GCFR has signed, are global policy health initiatives aimed at improving health system outcomes and mobilizing resources into a common purse, having one plan, one report, and one conversation.

Dr Ajetunmobi added that the SWAp and the HOPE Project have come to stay; hence, the Ministry needs to have a coordinated plan across MDAs to align with the Federal Ministry of Health to avoid duplication of activities.

“As a State, we have been given some priority areas and indicators to work with. Therefore, the State needs to key into those priority areas and make them SMART, in terms of being Specific, Measurable, Achievable, Realistic and Timebound.”

The Commissioner, however, expressed optimism that the implementation of the initiatives will assist in reducing many indices in the health sector across the State.

In his goodwill message at the workshop, the Chairman of SHMB, Dr. Akin Fagbemi, expressed that the Board, together with other health families, are partners in progress; therefore, on behalf of the Board, we are ready and strategically placed to support everything necessary to achieve the 2025 AOP.

In their separate remarks, the Permanent Secretary SMOH and SHMB, Dr Akintunde Ayinde and Dr Anifat Ibrahim, respectively, appreciated the development partners for their collaboration so far with the State. They both advocated for an AOP for the year 2025 that will make the citizens of Oyo State live in optimal health with quality healthcare services, adding that bringing the priority areas to key into Federal Government SWAp and HOPE Project will help to form a health service that is accessible to the people.

While explaining the specific objectives of the workshop, the Director of Planning Research and Statistics, Dr. Gbolahan Abass, stated that the approach to the development of the year 2025 AOP is a bottom-top approach. He explained that the workshop was set up to orient Stakeholders on the Blueprint for sector SWAp and HOPE Project, to review, cross-validation and finalize the Health Facility Plan and MDA level AOP, and also to harmonize health facility and MDAs into State level AOP.

The Development Partners at the workshop congratulated the State for the achievements recorded so far in the health sector and the progress made with the development of the AOP. They all reiterated their commitment, which remains to keep the World safe, serve the vulnerable, and promote health. The partners, therefore, urged for proper implementation of the developed AOP so that Oyo State can continue to maintain its Pace Setter status.

The 5-day workshop on harmonization of Oyo State health sector 2025 MDA level Annual Operational Plan (AOP) commenced on Monday at Plaza De Aruna, Oyo, and is billed to end on Friday. Key Stakeholders and Participants present at the workshop include; The Honourable Commissioner for Health, Oyo State, The Chairman, State Hospitals Management Board (SHMB), The Permanent Secretary, Ministry of Health, The Permanent Secretary, SHMB, The Executive Secretary, Oyo State Health Insurance Agency (OYSHIA), The Executive Secretary, Oyo State Primary Health Care Board (PHCB), Representatives of Ministries, Departments and Agencies (MDAs), Development Partners’ representatives.
